They hold the Police Police Chief Ransom. Miho is also still in the hospital having taken refuge during the initial takeover. As is quickly becoming a tired cliche incept Police bureacrats including Assistant Police Director Irie (Osugi Ren) make a number of dumb mistakes trying to take charge of the situation.
